ANNUAL MEETING

On November 13, 2023 the annual meeting was held at the clubhouse. There were 12 units present representing 11.997% and 41 units represented by proxy at 40.0632% and total of 52.06%. Welcome Larry Keltner and Kimberly Ivec to the Board. Thank you, Marge Martinc for your many years of service on the Board to the Fairfax Manor Community.
If you are interested in attending a meeting, please call QCM for the scheduled date, time, and location (or Zoom link). Usually, meetings are held the 2nd Monday of the month at 7 p.m. at the clubhouse.

RULES

The speed limit throughout the Condominium Property is 10 m.p.h.

  • There is to be absolutely NO PLAYING in the parking lot areas for safety.
  • Please break down all boxes before placing in dumpster. Please be sure to close the dumpster lids to avoid unwanted rodents.
  • Please help to keep the community clean. Loitering is Prohibited, all trash is to be placed in a dumpster. Everyone wants to live in a clean environment. Please DO NOT
    LITTER. If you see trash while outside, please help us to keep costs down and our community property values up, pick it up and throw it away.
  • Pets are prohibited to eliminate on landscaping areas. It is recommended to use areas east of carports for pet walking.
  • Pets must be on a hand-held leash at all times. This is for the health and safety of all residents/guests. Immediate and complete clean up after a pet is required. The unit
    owner of any resident or guest observed not cleaning up after their pet may be fined up to $50 per violation. Please clean off your pet’s paws before coming into the building from outside to remove any possible dirt or mud, specifically in buildings A, C, G, & H.

Grills/Barbecues:

1. Prohibited to be used within ten (10) feet of a multi-family building and vinyl fence structure.
2. Charcoal grill must be attended by an adult at all times when in operation.
3. A portable fire extinguisher must be located at the cooling site
4. All furniture, throw pillows, patio umbrellas, paper goods, etc. must be removed from the cooking site.

Firepits/Chimneas

Fire pits, chimineas, charcoal burners, and outdoor heaters are prohibited on the condominium property.

PLUMBING REPAIR PROCEDURE
The owner of a unit requiring plumbing repairs for apartment style A, C, G & H buildings must pick up a key at the management office. A $50.00 cash only deposit is required. The deposit will be refunded to the owner upon receipt of the key. A copy of the Plumbers license and proof of insurance must be provided before any common area plumbing  affected can be turned off for ANY/ALL buildings. The unit owner must be present during the plumbing repair. IMPORTANT: The unit owner must provide 24- 48 hours advance notice and post at the building for all residents within the building prior to water turn off. Please be considerate and schedule repairs weekdays, after 9:00 a.m. and before 5:00 p.m.

PROPERTY NEWS

➢ POSITIVE ENERGY replaced the Federal Pacific electrical breaker boxes at buildings: B, D, G, H, I, J, N, and O.
➢ GUTTER KINGS completed the gutter cleaning.
➢ MIGHTY DUCTS completed the exterior dryer vent cleaning.
➢ AQUA OHIO completed the replacement of the water meters in the G, H, and I buildings.
➢ BILL REYNOLDS HEATING & AIR CONDITIONING replaced the hot water tank in the N building with a tankless heater.

COMMUNITY CARE

➢ If you are aware of any neighbors that are having surgery, ill, or have lost a loved one please call or email the office to make us aware, as we would love to send out a card of
care.
➢ Lights are numbered and when bulbs are out, the association replaces the bulbs and sensors as needed. Report lights out to QCM with the respective light fixture number.

BUILDING INSURANCE CONTACT

Building Association Insurance coverage is provided by Jim Gesler, Agent who is reachable at 440-846-5511. As a reminder, owners and renters are required to have their own contents and interior coverage.

DID YOU KNOW?
Rubbish pick-up days for the dumpsters are Mondays and Thursdays. If the holiday falls on a Sunday, the rubbish schedule stays the same, if the holiday falls on a week day,
rubbish pick will be the following day. If you have large items you need to dispose of, please call the Management Office to advise what the item is that requires a special pickup. There may be an extra charge for these items. Thank you for your understanding and patience.

Please, bag all trash being placed in the dumpsters. Simply dumping your kitchen trash can into the dumpster creates a mess when strong winds blow litter throughout the community. Thank you very much to those residents that are picking up trash. It keeps the fees down.

Water & Gas – The Association pays for water and heat. Please be mindful of this and fix your faucet or toilet leaks quickly. Also, remember to first adjust the temperature of your thermostat and then turn it down before opening your windows to cool down your unit.

To Avoid Fires:
❖ Avoid placing a space heater within three feet of anything flammable.
❖ Extension cords are designed for temporary use only. Long term use is a Major Fire Hazard!
❖ Make sure your smoke alarm/detector has a new battery.
❖ Make sure you have a Fire Extinguisher.
❖ Make sure there are no blocked exits in your residence.

HERE’S RECENT NEWS:
➢ Reserve Study Update – Reserve Advisors was approved by the Board of Directors to inspect and prepare an updated capital component study. This report will provide
the Board replacement costs and be a guide for recommended future projects.
➢ Fences Damaged by Tornado – Great Lakes Fence was approved by the Board of Directors to replace damaged fences around patios from the tornado in August.
➢ Ultralawn – was approved for four applications of lawn fertilization, weed control and a grub prevention application.

Budget Letter ~ October 2023

Dear Fairfax Manor Condominium Home Owner:

In accordance with the Fairfax Manor Condominium Association Declaration and By-Laws, the Board of Directors unanimously approved the enclosed Budget for 2024, at the Board Meeting held on Monday, October 10, 2023. After considerable review and reflection, the Board has unanimously agreed that the monthly assessment fee MUST INCREASE by approximately 13.9% for 2024. Some factors affecting the budget are:

  • We plan to contribute $123,700.00 to our reserve fund for capital items such as siding, asphalt, and carport roof replacements. We also plan to have an updated reserve study done in 2024~
  • Increased operating costs such as insurance, legal fees, and utilities
  • Mulch
  • Increased Landscaping and Snowplowing contract costs.

In Late December 2023, you will receive a one-year supply of payment coupons in the mail, unless you are signed up for direct debit (ACH) and/or you indicated you do not need a coupon book. Your monthly assessment fees are always due on the first of each month payable to Fairfax Manor Condominium Association. Payments received after the fifteenth (15th) of the month are charged a $25.00 late fee.

Payment Options (payable the first day of each month):

  • Mail your payment, to P. 0. Box 33812, Detroit, MI 48232-5812 payable to Fairfax Manor Condominium Association. Please be sure to include either a payment coupon or
    your 7-digit account number on the check.
  • If you are signed up for direct debit (ACH), your new payment amount for 2024 will automatically be withdrawn. You will not receive a coupon book.

PROPERTY UPDATES
❖ CSC Machines was approved to provide payment option technology (A new form of payment) on the laundry machines. Instructions will be posted. Further information will be provided when received.
❖ Bruziv has been contracted for the snow plowing and sidewalk cleaning for the 2022-2023 season. *REMINDER* Per the Rules and Regulations, if your vehicle is in the parking area during snowfall, it must be moved during the day when the snow accumulation reaches two (2) inches. In order for it to be properly plowed and cleared of snow, please utilize your carport for your vehicle. As the Holidays are coming around think safe and travel in pairs.

BIRD FEEDERS:

  1. Bird feeders are prohibited from being placed in the Common Elements or attached to the exterior of the buildings.
  2. Hummingbird feeders are permitted in the Limited Common Element. Ground feeding of wildlife such as birds, Canada Geese, ducks, squirrels, etc. is prohibited. Food placed (or falls) on the ground around a Family Unit attracts rodents and creates both an unsightly appearance and a health hazard.
    3. Canada Geese are known to inhabit areas where open water and green grass can be found. Feeding the geese is prohibited. Please remember as flocks of geese develop, grass disappears and their waste becomes a problem.

Dumpsters:

Please remember when taking out trash:
1. All boxes are to be broken down flat, no packing material.
2. Please make sure all trash is placed inside dumpster. Do NOT place any items on the ground. Trash cannot be placed on the ground outside of ANY dumpsters. If extra items are being disposed of, for example: furniture, appliances, mattresses, etc. please call Quality Community Management to schedule a special pick up. On average the fees are $10-$15.
3. Note that violators may be fined or charged back.
Trash/Recycling collection schedule for the Fall 2022 holiday observed by Major Waste: Thanksgiving-November 24, 2022 normally scheduled for Thursday will be collected on Wednesday, November 23.

URGENT – reliable dedicated volunteers and crime watch captains are greatly needed. Volunteers are needed to water the lawn in your area. Have new plantings that need watering.

HELPFUL REMINDERS
FINES –There are many Rules and Regulations being completely ignored. Due to the overwhelming and growing numbers of concerns, violators will be assessed fees for each infraction. If the violators continue not to adhere to the “GOOD NEIGHBOR POLICY” and the Rules and Regulations, further actions will be taken. These concerns are being taken
very serious. Please review your Rulebook. Violators will not be tolerated. Fines will be given.
❖ Please monitor your minors while playing outside and direct them to play in appropriate areas. Playing (of any sort) in parking lots, and carports is not only extremely dangerous but is prohibited.
❖ SLOW DOWN For the safety of all residents/guests, SLOW DOWN and do the speed limit. The speed limit is 10 MPH.
❖ There is a Stop Sign at the exit onto Lucretia Court. Residents/guests must come to a COMPLETE STOP before exiting the property
❖ Pets must be on a hand-held leash at all times when outside of your unit. LOOSE PETS ARE NOT ALLOWED AT ANY TIME! This is for the health and safety of all residents/guests. Immediate and complete clean up after a pet is required. Please be considerate to not allow your pet to tramlple and release pet excretory products onto
others patios and flower bed areas. The unit owner of any resident or guest observed not cleaning up after their pet will be fined up to $50 per violation. Please clean off your pet’s paws before coming in from outside to remove any possible dirt or mud.
❖ Everyone wants to live in a clean environment. Please DO NOT LITTER ON OUR GROUNDS. If you see trash while outside, please pick it up and throw it away. After all this is your home.
❖ Summer is here. Please water the areas around your unit.
❖ We encourage everyone with a patio to clean and maintain it.
❖ Fireplace chimney needs cleaned annually.

THINGS TO REMEMBER
➢ There is to be absolutely NO PLAYING in the parking lot areas for safety.
➢ Please break down all boxes before placing in dumpster.
➢ Please be sure to close the dumpster lids to avoid unwanted rodents.
➢ Please help to keep the community clean. Loitering is Prohibited, all trash is to be placed in a dumpster.
➢ Everyone wants to live in a clean environment. Please DO NOT LITTER. If you see trash while outside, please help us to keep costs down and our community property
values up, pick it up and throw it away.
➢ Pets are prohibited to eliminate on Landscaping areas. It is recommended to use areas east of carports for pet walking and are to be cleaned up immediately.
➢ Pets must be on a hand-held leash at all times. This is for the health and safety of all residents/guests. Immediate and complete clean up after a pet is required. The unit
owner of any resident or guest observed not cleaning up after their pet may be fined up to $50 per violation. Please clean off your pet’s paws before coming into the building from outside to remove any possible dirt or mud.
➢ The Association pays for water and heat. Please be mindful of this and fix your faucet or toilet leaks quickly. Also, remember to first adjust the temperature of your
thermostat and then turn it down before opening your windows to cool down your unit.

Rubbish pick-up days for the dumpsters are Mondays and Thursdays. If the holiday falls on a Sunday, the rubbish schedule stays the same, if the holiday falls on a week day,
rubbish pick will be the following day. If you have large items you need to dispose of, please call the Management Office to advise what the item is that requires a special pickup. There may be an extra charge for these items. Thank you for your understanding and patience. Please, bag all trash being placed in the dumpsters. Simply dumping your kitchen trash can into the dumpster creates a mess when strong winds blow litter throughout the community. Thank you very much to those residents that are picking up trash. It
keeps the fees down.

Are there any residents interested in game night in the Clubhouse once a month? Any residents interested in grilling together across in the Garfield Park where children can swim, play meet and greet? Annual Meeting: was held on November 8, 2021. There were 44 units by proxy and 8 units present. We Need a Volunteer Owner to serve on the Board. If you are interested, please email Mary at QCM.

PLUMBING REPAIR PROCEDURE
The owner of a unit requiring plumbing repairs for apartment style A, C, G & H buildings must pick up a key at the management office. A $50.00 cash only deposit is required. The deposit will be refunded to the owner upon receipt of the key.
▪ A copy of the Plumbers license and proof of insurance must be provided before any common area plumbing affected can be turned off for ANY/ALL buildings.
▪ The unit owner must be present during the plumbing repair.
▪ IMPORTANT: The unit owner must provide 24-48 hours advance notice and post at the building for all residents within the building prior to water turn off.
▪ Please be considerate and schedule repairs weekdays, after 9:00 a.m. and before 5:00 p.m.

➢ New Landscape Company – Bids were obtained, interviews held with the Board and BruZiv Landscaping has been contracted for the 2022 season effective April 1st through
November 30th for the weekly maintenance to include mowing, shrub trimming, spring and fall cleanup and mulching.
➢ Fertilization/Weeds in Lawn – UltraLawn, (new company this year) has been approved for 4 applications of lawn fertilization, weed control and grub prevention.
➢ CPA, Steve Patriok of Premier Accounting was approved to do a review of the 2021 financial statements.
➢ As new plants are added to the property voluteers for watering are needed. Please call QCM if you are able to help.

REMINDER!

We strongly encourage everyone to begin making payments via one of our electronic payment options. These options are secure, simple, and easy. With the current pandemic (Coronavirus/COVID-19) we have experienced some delays in receiving payments by the US Postal Service. Here are the payment options:

  • ACH Payments: Sign up for Direct Debit. Your monthly maintenance fee will be automatically debited from your checking account between the 5th and 8th of each month.
    Please go to www.pilera.com for an ACH form or contact the Management office. This option is free.

Painting Schedule:

Painting will start the week of March 1 and will proceed as follows:

  • Week of March: 1st – Building H, 8th Building G, 15th Building C, 22nd Building A:
  • Areas of work to be done: Common hallway walls, trim, doors, unit doors, ceilings, stair stringers, metal rails. Residents will need to cooperate to have unit doors open
    while being painted. Please limit ingress and egress to the building during this time.

➢ The Board approved a contract to have Buildings A,C,G & H repainted by Curb Appeal, as well as the removal of tile on the first floor, carpet on stairs, and replacement of carpet tiles by Carpet One.

➢ The recycling dumpster has been removed. Unfortunately, the wrong items were being placed in the recycling dumpster therefore contaminating the entire load. After lengthy
discussions, the Board unanimously decided to remove the recycling dumpster. It has been replaced by another regular trash dumpster. If you have large items you need to dispose of, please call the Management Office to advise what the item is that requires a special pickup. There may be an extra charge for these items.
➢ Sanitary sewer backups due to tree roots in D Building has resulted in necessary excavation and consideration of tree removal.
➢ Durchik Turf Management will be onsite for lawn fertilizer, weed, and grub prevention
➢ Landscape maintenance will be done by Ianiro Landscaping April 1st through November 30th.
